Mansfield council approves master development amendment, stadium budget and multiple infrastructure contracts in unanimous votes

The Mansfield City Council on April 14 approved a package of development and infrastructure items by unanimous votes, including a first amendment to a master development agreement for a qualified convention center and hotel project, a FY25 budget authorization for stadium start-up costs, and multiple road, drainage and grant actions.
Staff described the master development amendment as clarifying parameters for fee purchases, additional parcels and mixed-use blocks in the TIRZ No. 4 area adjacent to the stadium. The amendment also sets expectations for parking structures and retail/residential blocks and retains the qualified-hotel program elements that allow state hotel-occupancy and sales-tax incentives to support the convention center project.
Developer Sean Ellis (identified for the record) said the team expects to take possession of certain parcels in about 60 days and aims to start construction afterward, with a 24-month build estimate for the first hotel. He said financing sources include a bond partner and Nuveen Green (a C-PACE firm) alongside developer cash. "We think it's a 24 month build," Ellis said when asked about the timeline.
Council approved a change order for Holland Road Phase 2 with Ed Bell Construction totaling $664,747.65 to cover negotiated damages and requested additional work tied to earlier utility-relocation delays. The council also approved a Local Off-System Improvement Agreement (LOSA) with TxDOT to permit a developer-funded turn lane on FM 157 to serve a Floor & Decor site; staff said the developer will fund and construct that lane.
Other approvals included a FY25 operating appropriation not to exceed $291,310 for the multi-use stadium to fund early hires and preparatory work under the Rev Sports Management consulting agreement, authorization for the Mansfield Police Department to apply for and expend a grant up to $963,937 for a multi-agency motor-vehicle-crime task force, a professional-services agreement with Elder Engineering for roadway and drainage evaluation work (not to exceed $79,700), and authorization to purchase two parcels near Floor & Decor for up to $100,000 with a five-acre dedication for trail/park and drainage work.
All votes recorded in the meeting carried 6–0. Where specific dollar figures were discussed on stage, staff presented the contract and funding numbers listed above; for the TxDOT turn lane staff said the developer will fund construction and that design has been approved by TxDOT.
