Richland County committee appoints Supervisor Kevin Nolan to four panels; members press for streamlined committee structure

The Richland County committee voted to appoint Supervisor Kevin Nolan to four standing committees and spent much of the meeting discussing plans to streamline committee structures and adopt formal onboarding for new members.
The committee moved to place Nolan on the Natural Resources, Prosperity, Southwest Housing and Mississippi Valley committees after a motion from Perry and a second by Williamson; the chair said the appointment will be carried forward to the full Board of Supervisors for confirmation. The chair also advised that routine agenda items and minutes were approved at the start of the meeting.
A public commenter urged the county to align committee appointments with members’ professional experience, arguing that better matching would improve deliberations and reduce waste. “When people serve on committees that align with their experience and familiarity, the quality of discussion and decision making improves,” the commenter said, adding that some committees should be combined or eliminated if knowledgeable participation is lacking.
Committee members and the chair agreed that vacancies have left several panels short of engaged members, and discussed outreach options to attract applicants. “We’ve put it on social media. We’ve been on the radio,” the chair said when describing past recruitment efforts; members suggested renewed public outreach to encourage district residents to apply for open seats.
Several participants pressed for clearer orientation and training for mid‑term appointees. “We need a formal onboarding policy to do that initial orientation,” one committee member said, noting that new members sometimes come on in the middle of terms and miss routine training opportunities.
The committee chair said an executive committee will review proposed structural changes and onboarding plans and bring recommendations to the full board. The standing committee did not set a regular future meeting date and will convene as needed. The meeting adjourned after a motion from Supervisor Hendrix and a second from Supervisor Caro.
The appointment of Supervisor Nolan will be considered by the full Board of Supervisors at its next scheduled confirmation session.
