Among the approvals: a recommended award under RFP 25-047 for printing and promotional items with an annual cap of $250,000 and a four-year not-to-exceed total of $1,000,000; an amendment to the Matrix Imaging contract (via an interlocal agreement with the City of Plano) to increase annual compensation by up to $280,000 for the remaining six years and to revise a 10-year contract cap to $2,680,000 for billing, formatting and mailing of utility bills and inserts; a sole-source purchase from OCLC Inc. for digital materials not to exceed $150,000 annually (three-year total $450,000); and library-material purchases through the State of Texas interlocal (Brodard, Inc. and Midwest Tape) not to exceed $400,000 annually (five-year total $2,000,000).
Councilmember Paloma moved approval of items 8–14 and Mayor Pro Tem (speaker 6) seconded; the mayor called the vote and the motion passed unanimously. No members registered public comment on those consent items at the meeting.
The council also amended and later approved revised minutes for the Oct. 28, 2025 meeting (item 7) after a brief discussion about whether appointment names should be included in posted minutes, and then returned to routine business.
