He said the design uses a grade change to allow some parking under the building and additional surface parking, and that construction aims for completion in 2026 given existing utility and demolition steps.
Commissioners asked about the unit mix, garage access (off Cast Street), potential commercial unit sizes and historic-committee approvals for demolition of an existing structure. Seoffer noted some constraints: high-power lines along Niagara that cannot be moved during summer months and the need to remove an existing barber shop prior to large-scale work.
The Commission approved the site plan by voice vote; the approval is a recommendation to City Council and is contingent on the petitioner completing required engineering reviews and complying with the conditions tied to the new zoning ordinance.
