City planning staff presented updates on the capital improvement plan (CIP) and the planning department's 2025 annual report.
Yolanda Bland, director of the Office of Management and Budget, told commissioners the city must compile an annual CIP as required by the Michigan Planning Enabling Act and asked commissioners to review and rank public-facing projects in the electronic system, returning input by March 27. Bland offered staff assistance to commissioners who had difficulty using the online form.
Planner Abby Elverson summarized the department's 2025 achievements, including a zoning ordinance rewrite (revising minimum unit size from 864 to 600 square feet and increasing flexibility for accessory dwelling units), a housing study with Giffels Webster, a parks-and-recreation plan, and several new developments: a mixed-use apartment/live-work building at Adams and Hamilton, a Team 1 Credit Union office building, and a 3,000 sq. ft. expansion of the Boys & Girls Club at 1781 Gordany. Elverson said the city issued 1,279 permits in 2025, a 54% increase from 2024, and that building-permit revenue rose from $149,000 to $268,000 year-over-year.
Commissioners asked clarifying questions about specific addresses listed in the report, the total number of master-plan action steps (staff said 112), and the need for upcoming public hearings on micro-dwelling zoning and a park-renaming item prior to council review.
