Planning Commission approves rezoning to allow convenience store at 1202 Sheridan Avenue

The City of Saginaw Planning Commission voted to approve case JPCC126-001, rezoning four parcels (1202 Sheridan Avenue; 1303 Cornelia Street; 1004 and 1008 Atwater Street) from low-density residential (R‑1) to local business (B‑1), allowing the applicant to convert an existing storage building into a convenience/grocery store.
Rashawn Johnson, chief operator of WF Investments LLC, told the commission he plans a store offering groceries and personal items with a Michigan Liquor Control Commission license limited to beer and wine. "No liquor will be sold out of the location," Johnson said, adding the business would operate seven days a week from 8:30 a.m. to 10 p.m. He told commissioners the operation will staff three employees on shift with three more on call, and that security measures will include cameras, nighttime security from 5 p.m. to close on busier days, interior gates and perimeter fencing.
Commissioners pressed Johnson about hours, staffing and parking. A staff representative and the applicant said plans to extend parking into nearby vacant lots were under review with zoning to reduce on-street parking. Staff also clarified that changing those parcels to B‑1 would remove some currently allowed uses on those parcels (for example certain single-family residential uses) and substitute the broader B‑1 list of commercial uses.
After questions and a brief discussion, a motion to approve was moved and seconded. The roll call recorded six ayes and one nay; the motion carried.
The approval allows the applicant to pursue site-plan approvals and any required building, business and liquor licensing. The commission did not authorize liquor beyond beer and wine and required any future expansion or changes beyond the approved site plan to return for additional review.
