County commission denies $147,078 boardroom renovation contract after public objections

The Santa Rosa County Board of County Commissioners voted Feb. 26 to deny a bid award of $147,078 to Parks and Long for boardroom renovations, following several public commenters who said the project’s timing was poor amid budget uncertainties and a pending sales-tax proposal.

The project scope presented by staff included acoustic ceiling tiles, lighting work and new carpet in the boardroom. The contract had been procured through the county process and staff said it was included in the adopted budget. Brad (county staff) reminded the board that administrator-level approval applies only up to a $50,000 threshold and any higher award comes before the five commissioners for decision.

Public speakers argued the county should prioritize roads, public safety and other infrastructure and delay the discretionary facilities work. Cindy Smith Pace told the board, "That's a lot of money," and warned that the optics could hurt a proposed half-cent sales tax. Jerry Cooley said the timing and public reaction suggested caution.

Commission debate split on principle and optics. Some commissioners said delaying would increase future cost; others said uncertainty over property-tax and sales-tax outcomes argued for postponement. Commissioner (speaker 1) moved to deny the contract and a second followed; the motion carried 3–2. Staff said the bid and procurement process will be honored but the board instructed staff to pause this specific contract award and consider alternatives or delay.

The denial is limited to the presented contract; staff may repackage, rebid or return the item for future consideration.
