County staff said the applicant provided a warranty deed covering the cul-de-sac area, and commissioners reported there were no neighbor complaints about the proposal. Officials said a portion of Luray Street will remain public while the segment surrounded by a single private landowner (identified in the hearing as the Caziers) will be vacated and transferred as requested.
Commissioner Smith, whose district includes the parcel, said he reviewed the request and had no objection; he moved to approve the vacation "without objection," and the board passed the motion.
The approval is limited to the vacation request described at the hearing and retains a public turnaround to ensure access and circulation; staff will file the warranty deed and record the vacation in the county land records as the next administrative step.
