Springdale Council approves pool contract, waste hauler and new residential beekeeping rules; hears fire fee proposals

The Springdale City Council on Sept. 17 approved a SwimSafe pool-management addendum, a Rumpke waste-and-recycling contract and updated rules for residential beekeeping. Council also heard first readings on proposed fire-department mitigation fees and a billing-services contract and voted to enter executive session on economic development.
The Springdale City Council on Sept. 17 passed three ordinances and advanced two others during a regularly scheduled meeting at city hall.
Council adopted Ordinance 37-20-25, authorizing an addendum with SwimSafe Pool Management Inc. to continue managing pools at the Springdale Community Center for an additional three-year term. The addendum was approved after a second reading and a unanimous recorded vote of seven in favor.
Council also approved Ordinance 38-20-25, awarding a contract to Rumpke of Ohio Inc. for residential waste collection and recycling services through the Southwest Ohio Regional Refuse Consortium. In discussing the item, Mayor Hawkins said consortium participation secures rates that individual communities could not obtain alone.
And the council adopted Ordinance 39-20-25, which amends the Springdale Code of Ordinances to add rules regulating the keeping of bees in residential areas. Mister Jacobs thanked Council Member Miss McFarland for leading the effort and noted the planning commission had unanimously recommended the change.

First readings and other business
Council received first readings for two related proposals: Ordinance 40-20-25 would establish mitigation fees for emergency and nonemergency responses by the Springdale Fire Department; Ordinance 41-20-25 would authorize the city to contract with Fire Recovery USA LLC for billing and collection of those fees. Council took no action on either measure; a council member said Chief Stanley will be at the Oct. 1 meeting to provide additional details.
Routine reports and announcements
Committee and department reports covered typical operational items. Mister Vanover, speaking for the finance committee, said the general fund beginning balance was $8,150,023 and the ending balance was $7,686,003.84 through Aug. 31. Engineer Mister Riggs described progress on Northland Boulevard landscaping and traffic-phase changes, and the city administrator, Mister Ewell, said a portion of Chamberlain Park should reopen in 10–14 days after concrete repairs.
The council moved into executive session under the Springdale Charter to discuss economic development and then adjourned. The meeting also included announcements about upcoming committee and planning commission meetings.
