Springdale council fills boards and committees; Webster objects to charter nominee

The Springdale City Council used its Dec. 3 meeting to place several council members and residents on boards and committees, approving most nominations by acclamation and voting on a contested charter commission seat.
Nominations and appointments approved by the council included: Webster as chair of the America250 committee; Dan Jacobs to the America250 committee and to Planning Commission; Tom Hall as the council representative to the Board of Zoning Appeals; Jeffrey Anderson as OKI Board representative and as a CRA Housing Council member alongside Webster; Michelle McFarland as Chair of the Civil Service Review Board and Dan Jacobs as a member; and Hall and David Gleaves as the two council appointments to the Volunteer Firefighters Dependent Board. Michelle Gilmore was appointed to the Board of Zoning Appeals for a term ending Nov. 30, 2029.
The most contentious item was the Charter Revision Committee seat. Two nominees were discussed (Michelle Miller and Ray/Raya, transcript shows mixed spellings). After nominations and an initial 4–3 selection to insert Ray’s name into the resolution, the council read a resolution appointing Raya Horatika/Horatka to the Charter Revision Committee for a term ending Dec. 31, 2030. During discussion, Councilmember Webster spoke at length opposing the appointment, raising past personal grievances and saying she would pursue a recall. The resolution was adopted 6–1.
Several nominations (Civil Service Commission and Tax Review Board seats) were tabled for the next meeting to allow staff and council time to recruit or confirm candidates.
The council president asked that administrative details (moving seats, committee logistics) be handled after the meeting; most appointments will take effect as stated in the respective resolutions or at the statutory earliest date allowed by law.
