The Joshua City Council presented certificates of appreciation to staff and volunteers who responded when an overhead pipe burst at the Joshua Animal Shelter during the winter freeze.
Mayor thanked the shelter team and read a statement asking Miss Alice to present details of the response. The statement said staff and volunteers waded through frozen water, located shutoffs, forced open frozen doors, relocated animals and coordinated transfers to a regional partner shelter. City staff, including public works, assisted with turning off water and cleanup; the city manager and regional partners helped arrange kennels and supplies at Tri-City shelter so displaced animals could be cared for off-site while repairs proceeded.
Certificates were presented to Allison Timmons, Heather (last name not provided in the transcript), Tommy Miller (Joshua Animal Services director) and Kristen from public works (certificate noted but jacket was delayed). The mayor praised public works and the city's JSAID partners for rapid response.
The council also introduced new building inspector Leroy Knight and briefly noted other staff updates.
Next steps: staff will continue repairs and restoration of the shelter; no formal action was required.
