Senate committee advances bill allowing limited red lights for qualified tow companies

Senate Bill 569, presented for Senator Strickland, would authorize the Commissioner of Public Safety to issue red‑light permits to specified tow companies (wreckers) that meet training and oversight requirements. Sponsors said the change is intended to let trained, vetted companies clear interstate crash scenes more quickly and reduce secondary crashes.
Sen. Strickland explained the bill tightens existing permit discretion by requiring that only companies in GDOT's TRIP (traffic incident response) program or companies under local government contract qualify. He said the TRIP program incentivizes vetted wreckers to arrive and clear scenes within set time windows and that the bill requires the commissioner to issue permits to qualified companies that meet training standards.
Terry Norris of the Georgia Sheriffs Association said sheriffs generally support the goal of faster scene clearance but raised questions about verifying which tow operators qualify and how permits would be administered. "The only concern or not even a concern, question is, who are we talking about?" Norris said, urging clarity in qualification criteria.
After discussion clarifying oversight and training, the committee moved and passed SB 569 unanimously by voice vote.
