Monongalia County Commission approves consent items, personnel hires and lease for Bartolo Bridge staging

The Monongalia County Commission on Feb. 25 approved routine consent items, denied a fiduciary claim tied to the estate of Lewis Hamrick and authorized several personnel and project actions.
The commission approved the consent agenda after Clerk (speaker 2) summarized vouchers and payrolls, including a payroll listing of $1,226,744.89 and an overall voucher total of $1,369,650.23. Commissioner (speaker 3) moved to approve and the motion passed by voice vote.
On a fiduciary matter, Speaker 4 moved to summarily deny a 1975 partnership-based claim against the estate of Lewis Hamrick, citing absence of writing and legal defenses; Commissioner (speaker 3) seconded and the board voted to deny the claim. "I make a motion that we deny the claim summarily," Speaker 4 said during debate, and the commission later recorded the vote in the affirmative.
The commission approved multiple personnel items. Commissioners approved Josh Crawford as a part-time seasonal maintenance groundskeeper at Camp Muffley, with a start date of March 1 and a pay rate of $13.50 per hour; they also approved William Tennant Sr. as a full-time court security officer beginning March 1 at a salary of $3,583.34 per month after the candidate indicated he would waive benefits. Payroll and hiring policy exceptions were discussed; Commissioner (speaker 3) explained the commission’s usual practice on start dates and that exceptions are allowed when candidates decline benefits.
The board approved a Community Development Block Grant reimbursement request and unanimously approved a letter of support for the Historic Morgantown Post Office redevelopment project's economic enhancement grant fund request.
For infrastructure work, the commission voted to approve a lay-down lease agreement with Triton Construction Inc. to stage personnel, materials and equipment in connection with the Joseph Bartolo Memorial Bridge rapid-set overlay project. Commissioner (speaker 3) described the agreement as standard and said the county will receive site improvements, including landscaping and drainage work, in return for allowing Triton to use county property.
The meeting concluded with commissioners restating that the county’s authority is limited over state-owned roads and ditches, but that the commission will continue to press the state Department of Highways and partner where feasible.
The commission adjourned after the board completed its agenda.
