Sumter County commissioners on Jan. 27 approved a contracts amendment that will allow the Village's construction team to build portions of Central Parkway and to front construction costs so the county can accelerate the project.
County Administrator (addressed in the meeting as Mr. Arnold) explained the amendment would fit as an amendment to the Village's regional road agreement and enable the Village's FDOT‑qualified construction team to perform the work to county standards. "It's a large dollar figure, roughly $27,000,000 for the construction aspect," he said, adding that the county's payback arrangement would begin once invoices are issued and would run 15 years with no interest.
Mr. Arnold told commissioners many construction costs are driven by maintenance-of-traffic needs because Central Parkway is a heavily trafficked corridor that must remain open during construction. He said advancing the work through a public‑private partnership with the Village would allow the county to deliver the corridor earlier than it could with its own multi‑phase funding and would better align with Florida Department of Transportation widening projects.
The board voted unanimously to approve the contract item after a recorded discussion of the legal and financial terms. County staff said the agreement will require follow-up legal review and scheduling coordination with FDOT and other projects to avoid mismatched roadway configurations.
Next steps include finalizing the amendment language, preparing an invoice/payback schedule, and coordinating detailed design and construction timing with the Village and FDOT.
