Ways and Means Committee approves transit, personnel and small grants; amends County Road 51 amount

The Allegany County Ways and Means Committee on Feb. 25 approved a series of routine resolutions and motions, including accepting transit funds, correcting a previously reported road amount, accepting a small donation for the Office for the Aging, and authorizing a personnel position in Community Mental Health Services.
County Administrator Chris Knapp presented the items. For transit, Knapp asked the committee to accept an Accelerated Transit Capital Program award of $80,520 "This goes to our bus transportation system," Knapp said. The committee moved, seconded and approved acceptance of the $80,520 award.
The committee also voted to amend last week’s minutes to correct the County Road 51 amount to $430,000 after staff noted an incorrect figure had been recorded previously; that amendment passed by voice vote.
Human Services referrals included a request to accept and appropriate a $300 donation from the Wellsville Lions Club to buy hygiene and personal-care supplies for the Office for the Aging’s hygiene closet. The clerk moved the item and it passed.
Director of Community Mental Health Services Dr. Robert Anderson asked for permission to create and fill one full-time office manager position with an annual salary range estimated at $49,900 to $69,001, funded 50% by state funds and 50% by other funds. Committee members asked about funding sources; Knapp recommended creating the position now and filling it once funding is resolved. The motion to authorize the position passed.
Procedural items included approval of the agenda and the audit distributed to members prior to the meeting. The committee scheduled a caucus at 1:30 p.m. at DPW and moved toward adjournment.
