Commissioners confirm Steven Markford to Planning & Zoning; appoint two to CDBG advisory board and ask staff to research breeder rules

The Hernando County Board of County Commissioners on Jan. 13 unanimously approved a slate of appointments and asked staff to research several county policy questions.
Commissioner Hamzler nominated Steven Markford to fill a Planning and Zoning Commission seat (term through Dec. 30, 2028); Commissioner Champion seconded the nomination and the board voted 5–0 to confirm him. Hamzler praised Markford as “committed” and “invested in Hernando County,” and Commissioner Acker noted Markford was “born and raised here” and has local ties to county schools and employment.
The board also filled two seats on the county’s Community Development Block Grant (CDBG) citizen advisory task force. Staff said three applicants had qualified but one withdrew; the board moved to appoint Michael Newman and William Velasco. After the vote passed 5–0, Newman addressed the board: “My name is Michael Newman. I greatly appreciate you folks pointing me to this position. I look forward to doing my best for the county.”
On related business the board directed staff to collect information and report back on animal‑breeder regulations and on access to Ridge Manor dam. Staff said property owners will sign a right‑of‑entry form prepared by Public Works Director Scott Herring as a short‑term step while staff explores a longer‑term access plan.
The appointments were made by voice vote with the board recording the motion and a unanimous aye for each item. No opposing votes were recorded. The board closed public comment on those items before moving to the next agenda matters.
The board’s next steps: staff will return with recommended language or background on breeder regulations and with options on Ridge Manor dam access; the Planning and Zoning appointment and the CDBG task‑force appointments become effective immediately per the board’s action.
