Bluewater and San Rafael principals outline goals and STAR-based plans for 2024-25

Sandra Fowler and Gary Miller told the board the schools set a target of 3% growth per quarter for each student, totaling a 12% growth goal for the year. "Our first goal is to foster student excellence and academic achievement within our curriculum," Fowler said, describing morning assemblies tied to the district's SEL platform and the use of PLCs to analyze STAR/Renaissance data.
Presenters reported preliminary STAR gains: "Blue Water grew 14% in LA and 7% in math this year," one presenter said, and San Rafael posted smaller gains. They said the district will emphasize below‑grade standards in targeted instruction, use platforms such as Freckle and Nearpod recommended by Renaissance, and plan follow-up meetings to address instructional priorities.
Board members asked for precise attendance percentages and deeper participation in feedback surveys; presenters estimated school attendance in the low‑to‑mid 90s and noted that chronic absences of a few families have an outsized effect at small schools. The board and staff also praised teachers for family engagement activities including carnivals and Read Across America events.
Dr. Martin later told the board that elementary teachers received professional development on Aug. 28 to learn how to pull and analyze STAR data and to use recommended instructional resources. He reported 65 teacher responses to a feedback form and said more in‑depth training for secondary teachers is scheduled for Sept. 25.
Board members asked staff to circulate precise attendance figures and to continue gathering teacher feedback to plan additional PD.
