Commissioners say county budget bill cleared committee and could allow quick start to budget work

A committee member told the Knox County Commission on Jan. 10 that LB 2,158—legislation intended to allow the county to form and staff its budget committee—"passed unanimous unanimously out of committee" and that a single, small amendment changed the bill's sunset date. The speaker said the bill is an emergency measure and "the law is immediately enacted" once the House and Senate vote and the governor signs it, which would allow county officials to begin work right away.

That same speaker and the chair said the commission is likely to hold a special meeting to appoint one representative to the county budget committee. The commission discussed appointing one member now so the budget committee can convene, select officers and begin drafting the county budget—targeting a March start if the legislation advances as expected.

The chair noted practical steps once an appointee is sworn in: "Once that person is sworn in, then we would have a meeting, and they would have the meeting." Commissioners also discussed keeping the committee's initial membership compact to avoid an unwieldy body if multiple jurisdictions join under identical membership rules.

The county's speakers thanked state lawmakers who helped shepherd the bill through committee, naming Representatives Plucker and Matlak and noting Representative Geiger McDaniel's assistance in a work session. Commissioners said they remain cautiously optimistic the bill will move quickly because of unanimous committee support but emphasized that the next formal step is moving the bill out of committee to a floor vote.

If the bill becomes law, the commission indicated it will call a special meeting to make the appointment and said a single initial appointee would allow the budget committee to organize without requiring the commission to fill all seats at once.
