Northumberland County commissioners ratify leases, grants, appointments and routine payroll and bills

The Northumberland County Board of Commissioners unanimously approved a slate of routine motions and ratifications during its public meeting.
Actions approved by voice vote included payment of county liquid fuels payrolls (payroll #4 for $744,013.91 and payroll #5 for $811,673.98) and payment of liquid fuels bills totaling $5,361,112.21 for the period Jan. 31–Feb. 27, 2026. Commissioners ratified a coal lease renewal with Blue Ridge Mining LP for 2026 and authorized the chair to sign the state tax equalization voucher for January 2026 real‑estate transfers.
The board approved personnel actions (an employee status sheet covering items 1–15), certificates and proclamations (including Pennsylvania 4‑H Week and Bleeding Disorders Awareness Month), and authorized purchase of 30,672 American cemetery flags from Flag Zone LLC in Gilbertsville for $26,377.92 on behalf of the Department of Veterans Affairs.
Other ratifications included PEMA grant agreements for statewide interconnectivity funding and a Hazardous Materials Emergency Preparedness Grant on behalf of the 9‑1‑1 Public Safety Department; authorization to incorporate a water utility line into County Bridge Number 73 (8th Street North over Smokin Creek) with ACWA (with ACWA to reimburse any additional cost); an AEP Energy attachment clarifying component detail under energy losses and ancillary services; a master services grant with Lexipol for training services on behalf of the county jail; and continued engagement of Eagle Response Services as the county’s primary hazardous materials response team under PEMA requirements.
The board also adopted several resolutions presented by the county solicitor, including R08‑26 to advertise and sell certain county personal property, R09‑26 appointing Justin Scavry as the Environmental Review Certifying Officer for the county’s CDBG, HOME and related programs, and R10‑26 authorizing various agreements, amendments and grants for human, senior and social services. Commissioners unanimously approved multiple appointments to the newly formed Northumberland County Blighted Property Investment Board, with staggered terms through 2026–2032.
