Court approves HB723 match resolution to unlock CDBG funds for Farmdale sanitation project

Franklin County Fiscal Court on June 4 approved a resolution to receive $1.25 million in state HB723 funds to match an equal amount of federal Community Development Block Grant (CDBG) funds for the Farmdale Sanitation interceptor project.
Belinda and Logan of the Bluegrass Area Development District explained the funding structure: the state HB723 allocation will serve as the county’s match to the CDBG award. Logan said the ARPA funds already obligated to the project will satisfy the CDBG program’s 5% local match requirement, meaning no additional county cash is required to move the project forward.
Logan described how grant draws will work: the county will draw down the CDBG funds, submit invoices and have the state reimburse those costs when documentation is provided. He said he requested a release of CDBG funds and all required documentation has been sent to the state and the county is waiting for the state’s release letter.
Court members pressed for clarity on environmental review and coordination with federal agencies; Logan and Belinda said they are coordinating with the EPA and congressional offices and expect to clear outstanding environmental scope questions.
Judge Miller thanked long‑time project steward Karen Leverens and other staff for progressing the project toward RFPs and anticipated construction.
