Town manager outlines storm response, arts-center timeline and library award

Flower Mound — Town staff on Tuesday reviewed the municipality’s recent winter-storm response, outlined next steps on a proposed Art Center and Riverwalk project, and recognized the public library for state-level achievement.
Emergency Management Specialist Bobby Sanford said the town’s emergency operations center activated from Friday evening until Tuesday morning for the sleet and freezing period. He described pre-treatment operations, continuous public-works shifts and limited power outages affecting fewer than 100 customers for under 90 minutes. Sanford praised communications staff for two daily public updates that reached wide engagement and said warming centers are used selectively — primarily when outages make them necessary.
The town manager presented a phased schedule for the proposed Art Center and Riverwalk: a market assessment and stakeholder outreach phase completed in 2018 and updated more recently, ongoing pre-design and programming (phase 2), schematic design in the spring (phase 3) and design development in summer–fall (phase 4). Staff recommended a Cultural Arts Commission member be added to the project’s steering committee at the start of schematic design; council members signaled general support for onboarding a commission representative at phase 3.
The meeting also recognized the Flower Mound Public Library as a recipient of the Texas Municipal Library Directors Association’s Achievement in Excellent Libraries Award — an accolade given this year to a minority of the state’s public library systems.
Council members complimented staff and public-works crews for their weather response and thanked public-safety partners. The town manager said staff will continue to refine the Art Center schedule and return with details on community engagement and project budgeting.
