Biscayne Park approves annual solid-waste assessment and sets tentative millage at 9.4 mills

The Village of Biscayne Park Commission on July 17 approved two budget-related resolutions: one adopting the annual solid waste assessment for fiscal year 2025–26 and another establishing a tentative millage rate of 9.4 mills for the same fiscal year. Both measures passed unanimously, 5-0.
Brad read Resolution 2025-41 into the record, which adopts the annual solid waste assessment for properties in the village for the fiscal year beginning Oct. 1, 2025, and ending Sept. 30, 2026. The village manager described the assessment as nondiscretionary. A motion to approve the resolution carried on a roll-call vote that the clerk recorded as 5-0.
The commission then considered Resolution 2025-42, which sets a tentative millage rate of 9.4 mills and lists the current rollback rate as 8.4009 mills. Manager said the 9.4 rate is currently the highest in Miami-Dade County and emphasized the commission’s intent to reduce the rate during the upcoming budget process, saying, “It’s the highest in Miami Dade County. It’s certainly something that we want to lower.” Mayor (presiding) summarized the action as setting a ceiling: “This is just setting the ceiling. This means that we just can't go any higher than this, but we can always come down from this.”
Commissioners made and seconded motions to adopt the tentative millage; the clerk called the roll and recorded the measure as passing 5-0. The resolution directs the village clerk and manager to file the resolution with the Miami-Dade County property appraiser and tax collector as required by Florida statutes and Department of Revenue rules. The manager said staff will work with the finance department and present millage options at the next budget hearing.
With no further business on the 6:00 agenda, the commission adjourned the special meeting and returned to the previously scheduled 5:00 meeting in a few minutes.
