Biscayne Park commissioners advance smoking ban in parks and adopt synthetic‑turf guidelines on first reading

The Village of Biscayne Park advanced two code changes on first reading at its March meeting: a ban on smoking and excessive idling in village parks and a local ordinance that adopts the Florida Department of Environmental Protection’s guidance for synthetic‑turf installation.

Ordinance 2026‑01 would prohibit smoking and vaping in village parks, and would also target excessive vehicle idling near park facilities — staff described signage as the first enforcement step and discussed a time‑based idling threshold to address prolonged idling during childcare drop‑offs. Parks staff said the measure responds to increased vaping and playground exposure and will emphasize signage and voluntary compliance before moving to code enforcement.

Ordinance 2026‑02 tracks state guidance: because the state preempts bans on residential synthetic turf, the proposed local ordinance incorporates FDEP guidelines as the maximum standards the village can apply; staff said the regulation sets installation and maintenance requirements but does not prohibit turf.

Clerk John Allred read the ordinances onto the record, Manager Al and Parks Director Esa answered implementation and enforcement questions, and commissioners voted to pass both on first reading by roll call (reported as 5‑0). The items will return for second and final reading per the normal ordinance schedule.

Next steps: staff will place both ordinances on the next agenda for a second reading and prepare signage/enforcement plans for the parks smoking/idling rule and administrative procedures consistent with the FDEP guidance for synthetic turf.
