Commission approves convenience-store CUP to allow limited alcohol sales at east Mesquite strip center, 6–1

The Mesquite Planning and Zoning Commission on Aug. 11 approved a conditional-use permit (Z0725-0410) to allow an existing retail suite at 1200 East Davis St., Suite 127, to operate as a convenience store and to sell prepackaged foods and beer for off‑premise consumption. Staff recommended approval; the commission voted 6–1 to forward the CUP to City Council for consideration on Sept. 2.
Planner Garrett Lankford said the property has held a certificate of occupancy since December 2021 for a novelty/souvenir shop; the applicant told staff she planned to expand product offerings. The requested rezoning would not change the future land‑use designation or the neighborhood-retail classification. Lankford noted separation requirements from schools had been met given prior changes in school locations.
Applicant Angelica Chapa said the business will focus on Salvadoran, Honduran and Mexican specialty products and will not be a full-service, mass-market beer outlet. “We want to keep it the cute little boutique,” Chapa said, explaining the selection will be specialty beers and import items rather than broad, high-volume offerings. Commissioners asked whether alcohol would be for takeout only and were told it would be off‑premise sales.
The motion to approve included a limitation tying the CUP to the current business; the motion carried 6–1. The application will be considered by City Council on Tuesday, Sept. 2.
