The Planning and Zoning Commission on Sept. 8 approved zoning application Z0725‑0407 to remove the mandatory ground‑floor retail/shopfront requirement for the property at 2031 Hillview Drive in the Truman Heights neighborhood, allowing a two‑story single‑family residence.
“T. R. Clark, staff planner, said the property’s current Truman Heights designation includes a mandatory ground‑floor retail/office requirement but that the applicant is requesting the property be allowed to be a standard Truman Heights single‑family residential parcel; staff recommended approval and noted one public notice in favor had been returned,” the record shows.
Applicant Arcela Cortina spoke at the hearing on behalf of property owner Martin Flores, telling commissioners the property cannot meet firefighter and parking requirements needed for a commercial storefront. “The firefighter department said that there's not enough space to the fire truck to enter and then turn and then go out,” Cortina said, arguing the site cannot practically provide the customer parking a ground‑floor business would require.
A motion to approve Z0725‑0407 with staff recommendations was made and seconded; the chair announced the motion carried by a 7–0 vote. The application will move to Mesquite City Council for consideration on Monday, Oct. 6.
