Planning commission recommends approval of five zoning items, forwarding cases to City Council
Summary
On Dec. 8 the Mesquite Planning & Zoning Commission unanimously (7–0) recommended approval of five zoning applications — a contractor shop PD with CUP, a convenience store with fueling, a 14‑acre mixed‑use PD, a resale/thrift CUP, and a Peter Piper Pizza CUP with coin‑operated games. All items will be considered by City Council on Jan. 5, 2026.

The Mesquite Planning & Zoning Commission on Dec. 8 voted unanimously to recommend approval on multiple zoning items; each recommendation will advance to City Council on Jan. 5, 2026.
Key outcomes (commission vote 7–0 unless otherwise noted):
• Z C0455‑0391 (301 & 325 N. Towneys Blvd.): Staff recommended rezoning to a Planned Development (general retail) with a conditional use permit to allow a contractor shop with limited outdoor storage. The commission approved the request with three CUP stipulations (CUP limited to property owner; compliance with PD stipulations; removal mechanism for repeated violations). The application moves to City Council.
• Z0725‑0408 (4301 E. US Hwy 80): Staff presented a PD with an underlying commercial zoning to permit a 10,200 sq. ft. building that would include a 5,400 sq. ft. convenience store with up to 14 fueling positions and two EV chargers. Staff recommended approval; the commission voted to recommend approval and the item will go to Council.
• Z1025‑0421 (I‑20 / FM‑2932, Mesquite I‑Twenty LLC): The commission recommended approval of a large PD (see separate article). Commissioners amended the staff recommendation to require eight EV chargers across the development (4 hotel / 2 fueling / 2 sit‑down restaurant) before forwarding to Council.
• Z1125‑0429 (3129 I‑30, Unit H): Staff recommended, and the commission approved, a conditional use permit to allow resale of gently used clothing, furniture and home decor (applicant: Hot Trash Junk Removal LLC d/b/a Oat Trash Thrift) with stipulations limiting on‑site repair/refinishing and display standards.
• Z1125‑0430 (5550 S. Buckner Blvd., Suite 300 – Peter Piper Pizza): Staff recommended approval of a CUP to allow a coin‑operated game room inside a new Peter Piper Pizza location; the applicant confirmed no alcohol service. The commission recommended approval.
What’s next: All recommended items will be placed on the City Council agenda for Jan. 5, 2026 for final consideration. The commission’s actions were all recommendations; final site plans, any required permits (including TxDOT access approvals where applicable) and compliance with city codes will be decided after Council action.
