Board denies variance to waive two-car enclosed garage requirement at 1007 Rodeo Center Boulevard

The Mesquite Board of Adjustment considered, and ultimately declined, a variance request March 27 to waive the Mesquite Zoning Ordinance requirement that dwellings provide two covered parking spaces within an enclosed garage for the remodel at 1007 Rodeo Center Boulevard.
John Cervantes of the planning and zoning division told the board the property is large (staff said roughly 7 acres) and that staff concluded the variance does not meet the ordinance’s hardship criteria. Cervantes said the ordinance’s covered-parking requirement aims to prevent overcrowding in residential subdivisions and that staff did not find the applicant had shown the kind of special condition or unnecessary hardship the code requires.
Applicant Ronnie Crane spoke in support of the variance, described the house’s age and condition and said rebuilding or complying with the garage standard would cost an estimated $40,000–$60,000. Architect Cletus Pippen testified the proposed remodeling is a revitalization that preserves historic character and that requiring a rebuilt garage would detract from that goal.
"I would argue that there is a hardship here ... to bring this house back to what it used to be," Pippen said, urging the board to grant the variance.
Board member Aiken moved to grant the variance, but the motion failed on a 3–1 vote. The chair reminded members that the case before the board was whether to permit the property to proceed without an enclosed two-car garage; board members discussed fairness and precedent, noting the lot size and examples of nearby remodels but concluding the variance criteria were not met by a majority.
With no further business, the board adjourned. The decision was recorded at the meeting and the staff announced the next BOA meeting would be April 24, 2025.
