Planning commission recommends Panorama master development agreement, general‑plan and zoning amendments to council

The Herriman Planning Commission on Oct. 2 voted to forward the Panorama master development agreement (MDA) and accompanying general-plan and zoning amendments to the city council with additional recommendations on road timing and regional planning.
Michael (planning staff) described Panorama as a new MDA that folds several vested Rosecrest parcels into a single development and aligns land-use and zoning changes with a modernized general plan. "Now this application is a new master development agreement known as Panorama," Michael said, explaining the request reconfigures project boundaries and design standards and adds roughly 660 potential units across the larger project area.
Chase, representing the applicant, said the developer designed the plan with topography and road alignments in mind and has coordinated with the city on trails and park connectivity. City parks staff (Wendy) said a parks master-plan update under way will guide how open space and park improvements are coordinated among developers.
Commissioners pressed for consistency across exhibits and documents. Commissioners asked staff and the applicant to clean up inconsistent unit counts shown in presentation slides and in the draft MDA. The commission also sought a clearer schedule for completing Juniper Crest Road, which staff and the applicant said is required before most building permits can be issued. Chase said that, once a public infrastructure district is formed, the Juniper Crest completion would be "about 6 months out" as an operational target.
The commission recommended approval of item 5.2 (general-plan amendment) and 5.3 (zoning map amendment) and recommended the Panorama MDA be forwarded to the council with staff's four recommendations plus three additions: require clearer timing commitments or milestones for Juniper Crest Road construction; add a cross-referenced regional roadway/transportation master plan exhibit; and add a trail master-plan exhibit for consistent park/trail coordination across adjoining developments.
The commission's action is advisory; the city council will make the final decision at a later meeting. The commission's recommendation includes a request that staff and the applicant reconcile unit totals and exhibit versions before the council packet is finalized.
