The Lancaster County Council Ad Hoc Development Agreement Committee entered an executive session to receive legal advice on a potential contractual matter related to the Arbor Meadows Development Agreement, the committee chair said during the meeting.
The move into closed session was made after a member moved and the chair seconded a motion "to discuss the receipt of legal advice subject to the attorney client privilege regarding a potential contractual matter related to the Arbor Meadows Development Agreement and to invite the planning director and potentially representatives of the developer," the chair said. The chair asked members to indicate agreement by raising their hands; the motion was approved on the floor.
Before taking the item in closed session, the committee approved its agenda and minutes from the Feb. 9, 2026, ad hoc committee meeting. A clerk noted that the minutes approval was "Carried 3 out of." but the transcript does not include a complete roll-call tally.
When the committee reconvened in open session, the committee clerk summarized the closed-session outcome: "No motions were made. No votes were taken," the clerk said. The meeting then moved to a motion to adjourn, which passed.
The executive session concerned legal advice only; the transcript records that the planning director and developer representatives were to be invited to attend but provides no further detail on the substance of legal advice, any contractual terms, or any formal actions taken during the closed session. No public comments were recorded in the meeting transcript.
