Manassas Park promotes two internal leaders to district roles

The Manassas Park City Schools board heard two personnel announcements as leaders promoted from within the division.
Pam Kelso introduced Stacy Mammon as the district’s new director of instruction, responsible for curriculum and instruction oversight, resource adoption, professional development and implementation of state standards. Kelso told the board Mammon began her career in the division at Cougar Elementary, served as assistant principal and has been principal of Manassas Park Elementary for 17 years. Kelso said the move includes a planned transition while the district identifies a successor for the elementary principal role.
"I am incredibly excited to serve in the role of director of instruction," Mammon said, adding she looks forward to aligning instructional programs and practices to meet the needs of students and teachers across the division.
Dr. Grasser introduced a new director of behavioral support services post and named Dr. Kristen Marbury as the appointee. Grasser described the role as covering disciplinary processes — including suspensions, expulsions and appeals — as well as threat-assessment oversight, supervision of student services (attendance and counseling) and participation in Title IX investigations. He said the position balances preventive, proactive supports with reactive responses when incidents occur.
Dr. Marbury told the board she is honored to serve in the new post and looks forward to bringing her experience from within Manassas Park schools to the division-level role.
Board members congratulated both appointees and praised the division’s practice of promoting from within. No formal board vote on these appointments was recorded in the transcript; the announcements were presented as administrative personnel actions and received the board’s welcome and brief remarks of support.
