Board hears FY25 budget amendment proposal: carryovers, security upgrades and added EL staffing discussed

Manassas Park City Schools finance staff on Oct. 21 presented a proposed amendment to the FY25 budget that would add about $3,069,167 in expenditures funded by FY24 carryovers, state budget adjustments and grants.
Finance presenter Mr. Lyons said the amendment requests a $1.2 million carryover into the FY25 capital improvement plan and asks that $700,000 be transferred to FY25 to address outstanding security items: an estimated $450,000 design and construction change for the high‑school vestibule and roughly $250,000 for about 40 additional exterior cameras and card readers to address identified blind spots.
Lyons also said a governor’s amendment to the state budget changed English‑learner staffing ratios — splitting EL instruction by proficiency level — which requires the district to add about 10 EL positions in the current year and more in FY26. "Bottom line is, we have to add 10 new positions this year that were not in the budget," Lyons said. Lyons said the state provided some new funding but the district must recruit and budget for the positions.
Other items in the amendment include adding roughly $159,000 of ESSER‑eligible carryover expenditures, two deans added at the middle school since budget approval, three maintenance support positions being added, and Bell Foundation teacher grant expenditures that flow through the district. Lyons summarized the amendment as increasing the approved budget from $60,440,989 to roughly $63,500,000 for FY25 when the additional expenditures are included.
The board was given the amendment for review; Lyons said a public hearing and special meeting on the FY25 budget amendment will be held Nov. 7 at 5 p.m. at City Hall. No board action on the amendment occurred Oct. 21; Lyons concluded the presentation by asking members to review the materials and bring questions to the Nov. 7 public hearing.
