Manassas Park board hears first reading of revised supplementary pay policy

Presenter walked the board through a first reading of edits to the district’s supplementary pay policy that affect coaches, club sponsors, department chairs and other extracurricular positions.

The Presenter said the key change is an explicit statement that contracts for these duties are separate from employees’ regular teaching or division contracts and that "these contracts expire at the end of each year," requiring incumbents to reapply annually. The policy's updated language also restates that such contracts may be terminated on reasonable notice and clarifies that nominal pay for these duties may be prorated.

A corresponding regulation attached to the policy was added to operationalize hiring and oversight. The Presenter said the regulation sets out conflict-of-interest rules and the HR process: posting a job description, principal-level hiring recommendation, background checks, onboarding and issuance of a separate contract for the extracurricular duty. "It really talks about, conflict of interest," the Presenter said, noting the regulation will help prevent situations such as encouraging students to work for outside for-profit agencies tied to staff roles.

Because this was presented as a first reading, the board took no formal action beyond receiving the presentation. The item will return for future consideration if and when the board schedules a second reading or adoption vote.
