Commissioner Riznicki (District 2) asked the commission on Feb. 26 to direct staff to evaluate a public-private seawall partnership for a neighborhood where privately owned seawalls abut a city right-of-way.
Her proposal would explore incentives — including fee waivers or reductions tied to a time-limited commitment by property owners, contractor bundling to lower per-linear-foot costs, and other mechanisms to accelerate repairs and improve coastal resiliency. Reznicki said the neighborhood faces elevated seawall deterioration because of municipal right-of-way use (trash trucks, outfalls and public access) and estimated several thousand linear feet of seawall could benefit from a program that coordinates work and reduces unit costs.
City staff told the commission a seawall ordinance item is already in development; they will fold the seawall partnership questions into that project and return data on fiscal impacts, legal authority for fee waivers and potential procurement models. Commissioners signaled broad support for investigating options but noted bonding and 100% owner-vote models may be impractical; staff agreed to report back with contractor interest, estimated cost savings from bundling and the feasibility of a limited permit-fee waiver program tied to a timetable.
Next steps: staff will bring seawall ordinance data and a cost-feasibility report to a future meeting so the commission can consider specific incentive designs.
