City Manager Cliff told the Mesquite City Council on Aug. 4 that the certified appraisal roll arrived about 10% below the preliminary figures used during the budget workshop, which materially changed the revenue picture for the proposed FY2025–26 budget. "Needless to say, staff was significantly surprised by the certified roll," Cliff said as he described options for the council.
