Council approves consent items, Solterra assessment plans and Lawson Road design contract

At Monday’s meeting the Mesquite City Council approved a package of routine items, adopted preliminary service and assessment plans for new Solterra improvement areas and authorized a professional engineering contract for final design work on Lawson Road.
Council pulled items 6–8 (Solterra PSAP items) for information; Ted Chen, director of finance (speaker 7), explained these are procedural steps to levy assessments on newly improved subdivisions where streets, water and sewer infrastructure is in place and the developer will be reimbursed via bond proceeds. He said the bond sale is anticipated in November and that no homeowners currently occupy the affected lots; a public hearing on the assessments is scheduled for Oct. 20. Council approved each Solterra PSAP item individually, 7–0.
Council also debated item 15, a $2,856,700 contract to finalize Lawson Road’s engineering design, and public works director Eric Gault described the difference between preliminary and final engineering (phase 1 vs. phase 2). The contract passed unanimously, 7–0. Other consent items, including a rate‑application resolution relating to a multi‑city coalition and equipment bids, were approved in a single motion or as amended by council.
