Mesquite council confirms municipal court appointments, passes consent package and elects TML Region 13 representative

Council confirmed Rachel Ryder as municipal court associate judge and Warren Nystrom as alternate, approved consent items 4–15, and elected Stanley Jaglowski as Region 13 representative to the Texas Municipal League. Most motions passed unanimously; the TML election was 6–1.
At its Oct. 20 meeting the Mesquite City Council approved several personnel appointments and routine consent items.
Council appointed Rachel Ryder as Municipal Court Associate Judge effective Nov. 17, 2025, and authorized the city manager to negotiate an employment agreement. Cliff Kaheeli briefed the council on the appointment and said the move responds to increased municipal-court volume, converting a part-time associate role to a full-time position. The appointment passed unanimously, 7–0.
The council also approved Warren Nystrom as a municipal court alternate judge, effective Dec. 1, 2025, with the rationale that he requested a return to private practice and would remain available to cover weekend and after-hours duties. That motion passed unanimously, 7–0.
On item 18 the council voted to elect incumbent Stanley Jaglowski to the Texas Municipal League Region 13 Board of Directors; the motion passed 6–1.
The council approved the consent agenda items 4 through 15 in a single motion (routine bids, purchase approvals and interlocal agreements) by unanimous vote, 7–0.
Council members thanked outgoing and retiring staff (including a retirement recognition for the library director) and reminded residents about the ongoing tax-rate election and upcoming community events.
