Alberto Rivera, the city’s manager of economic development, presented a proposed Chapter 380 performance agreement to support a Peter Piper Pizza location in Frontera Plaza (5550 S. Buckner Blvd). Rivera said the project would renovate a long‑vacant space with an estimated $2.4 million capital investment and would be tied to a performance‑based sales‑tax rebate. "There are no upfront costs to the city," Rivera told council; the incentive would be paid only if the company meets sales and other performance metrics.
Under the agreement staff presented, Peter Piper committed to at least 30 jobs and a minimum level of sales tied to incentive eligibility. Staff said the rebate is structured to protect public funds and would not exceed a specified cap over the incentive period. The applicant’s consultant said construction could begin early next year with an expected opening the following summer.
Councilmember Merton and others voiced support for the project as part of a strategy to bring family‑oriented dining and activity to the corridor. Councilmember Rivera noted on the record that an earlier public presentation had mentioned 50 jobs and that the formal agreement commits to 30 jobs; staff made the correction and the change was recorded in the public exchange.
After a public comment in support, the council voted 6–0 to approve the resolution authorizing the city manager to finalize and administer the Chapter 380 agreement and related documents.
