Council approves PD amendment for 36-unit multifamily project on N. Galloway

The Mesquite City Council unanimously approved an ordinance on Dec. 1 to amend the planned-development (PD) zoning for a 1.62-acre site at 4741 North Galloway to allow a 36-unit multifamily development.
Adam Bailey, director of planning and development services, told the council the applicant is seeking a modification to the PD to permit 25 units per acre (36 units total on 1.62 acres) and to allow seven (described in materials as ten in one exhibit) parking spaces in the front setback; without the front-setback parking the project would qualify by right under Senate Bill 840. The plan shows three three-story buildings (12 units each), 18 one-bedroom and 18 two-bedroom units and 64 on-site parking spaces. Planning & Zoning recommended approval 7–0.
During the public hearing council members asked staff about local code-enforcement impacts, fence requirements and whether the new development would share parking with existing nearby properties. Staff said the surrounding multifamily properties are aging but not a significant source of ongoing city service problems and that the requested front-setback parking modification is the reason the matter came to council rather than being handled administratively under S.B. 840.
The applicant (self-identified during the meeting) described plans for stucco-and-brick finishes, above-average interior finishes and use of a third-party management company. Councilmembers encouraged the applicant to consider family-friendly amenities, such as a playground, if site constraints permit. The council approved the ordinance unanimously.
What this means: The PD amendment will allow the developer to construct the 36-unit project with the specified setback modification; the applicant said rents will be market-rate and estimated at roughly $1,000–$1,600 per month depending on unit type and market conditions.
