Ted Chen, Mesquite’s financial director, presented the city’s fiscal first‑quarter financial statements (Oct.–Dec.) during the Feb. 16 meeting, reporting that the general fund’s cash balance grew to about $41.8 million and that overall revenues are 31.8% of budget through the quarter.
Chen told the council sales tax and gross receipts are both up year‑over‑year and that an accrual of approximately $2 million in developer contributions was recorded to the capital projects fund for the Bruton Road intersection. He noted the police department is above the one‑quarter expenditure benchmark largely because of overtime: the police operations overtime through December was $793,000, 18% higher than the same period last year.
Chen also flagged an unusually severe year of medical claims that pushed the group medical insurance fund into a larger net loss in the quarter; he said the first‑quarter claims reflect carryover catastrophic claims that staff expects to monitor over multiple years and to budget for in projection cycles. "What is not normal is just the severity of our claims activity for last year," Chen said.
Councilmembers asked about steps to rein in overtime and to incorporate catastrophic‑claim assumptions in next year’s budget; staff said they are reviewing overtime policies, payroll allocation data and trend lines to better anticipate and smooth costs during budget development.
