The Bay City Commission renewed its Downtown Management Board plan for 2025–2029 on March 2, noting the action is a statutory renewal under PA 260 that requires board reauthorization every four years.
City staff explained that the renewal contains no substantive changes to the plan’s programs or assessment amounts; it updates board membership and directs the city assessor to prepare the certified special‑assessment roll for properties in the district. "It is just a renewal every four years per the statute," staff said, adding that the plan funds beautification, entertainment events and certain downtown infrastructure improvements paid by the district assessment.
Commissioners adopted the resolution on a 9–yes roll call vote.
