The Frisco Planning & Zoning Commission on the evening's agenda approved two replat requests, denied four site-plan submissions that staff found out of compliance with city rules, and voted to continue one zoning case to Feb. 25, 2025.
The commission approved a replat for Frisco Square Residential Block A Lot 6 (RP24-0034), owners TB Church Street, LLC, and a replat for Centennial Edition Block A Lot 1 (RP20-4308), owners Onward Community Church. Both items were presented by staff, drew no public comment, and were approved on voice votes recorded as 6–0.
The hearing included a staff clarification on Item 21’s fire-lane detail. Alyssa Barstow, senior fire protection engineer, said: "It's actually just a dead end fire lane. Under our 2021 IFC with local amendments, we allow dead end fire lanes up to 150 feet. And since it's protecting temporary buildings, we didn't see the need to make them put the additional pavement to go around the temporary buildings." That technical clarification preceded the commission’s approval of the replat affecting the fire-lane dedication.
Several development proposals were denied after staff reviews concluded they did not comply with subdivision, zoning or engineering standards. The commission disapproved:
- Item 23: Open space plan and preliminary site plan for the Frisco multi-centers / multi-event center (owners Blue Star Land LP and 12 Cowboys Way LP). Staff recommended denial; the motion to disapprove and to delegate staff to provide written reasons to the applicant passed 5–0. Commissioner Tiffany Wells was recused from this item.
- Item 24: Site plan for "The Gate" (SP24-0138), owners MPC Frisco Gate LP. Staff recommended disapproval and the commission voted 6–0 to deny.
- Item 25: Site plan Firefly Park (SP24-0139), owners Frisco North Development LLC. Staff recommended disapproval and the commission voted 6–0 to deny.
- Item 26: Site plan for additional Firefly Park lots (SP20-041 and related), owners Frisco North Development LLC. Staff recommended disapproval and the commission voted 6–0 to deny. Commission members emphasized that disapproval reflects required plan corrections rather than cancellation of the underlying developments.
The commission removed Item 22 (zoning case Z24-0002, "Champions Frisco," owners PGA 76 LP) from the table and — at the applicant’s and staff’s request — continued the public hearing to the Feb. 25, 2025 Planning & Zoning meeting to allow further work with staff.
Commission procedure and timing: Chair John Kendall opened the meeting, read roll and staff introductions, and reviewed public-hearing procedures and time limits. Most votes were unanimous voice votes; where recusal occurred it was noted at the dais. The commission adjourned at 6:48 p.m. and announced a short workshop to follow on Level 3.

What happens next
Zoning recommendations from the Planning & Zoning Commission are advisory; final action on zoning typically goes to City Council unless a denial is not appealed. For the zoning case continued to Feb. 25, applicants will return with additional materials; for the disapproved site plans staff will provide written reasons to the applicants so they may revise and resubmit.
