Staff previews architectural standards update after council approves Pink House, comprehensive plan

A staff member reported that council approved three ordinances at its March 4, 2025 meeting: the ordinance related to the property known colloquially as the "Pink House," a special use permit for an office-warehouse near Independence, and a special use permit for a child-care center. Staff also said council amended site-plan rules to make approved site plans valid for two years (measured from the approval date by P&Z) and unanimously approved the city’s 2040 comprehensive plan.
Commissioners asked clarifying questions about the Pink House, tax-credit eligibility and whether the property meets OTR/OTC architectural standards; staff said those approvals were separated from any future tax-credit review and noted neighbor support at council. Staff also previewed an effort to simplify the city’s architectural standards—cutting about 76 pages of material down to roughly 20 pages to make the document easier for the public and staff to use—and said the item could come before the commission in May at the earliest.
No formal action was required on these updates; staff encouraged interested parties to contact Development Services for details and timing.
