Commission approves Hallpark replat after recusal; vote 5-0

The Frisco Planning and Zoning Commission approved a replat for Hallpark phases C1, C2, C4 and C5 to create six lots and abandon and dedicate easements necessary for development; the motion passed 5-0 with one commissioner recused.
Chair Bridal Kolberg noted Commissioner Sean Merrill would recuse himself for the item. A development services staff member explained the purpose of the replat and said it conforms to the preliminary site plan approved on Aug. 26, 2025. "The plat conforms to preliminary site plan 2529 that the P and Z Commission approved back on 08/26/2025. Staff recommends approval as submitted," the staff member said.
Commissioner John Kendall moved to remove the item from the table and open the public hearing; the commission closed the public hearing and then Commissioner Steve Cohn moved to approve the replat as recommended, with Commissioner Tiffany Wells seconding. Chair Kolberg called the vote and the motion passed 5-0 (one recusal noted at the outset).
The replat approval advances subdivision and engineering steps for Hallpark; staff said the actions include abandoning and dedicating easements required for development and that the plat conforms to the previously approved site plan.
