A city staff member told the council, “That canvas shows that Anne Anderson has a total of 4,063 votes, and Mark Piland has a total of 3,953 votes,” which reflects a 110‑vote margin in Anderson’s favor after overseas and provisional ballots were processed. The council approved the ordinance on a 5–0 vote.
The staff member explained changes from election night totals were due to late arriving overseas ballots and provisional ballots that were reviewed and accepted by the provisional ballot board. The staff member said Denton County initially posted a combined registered‑voter total on its website that included neighboring jurisdictions, and the county later provided Frisco‑specific registered‑voter numbers, which affected the city’s turnout figures.
Councilmember Laura moved to approve the ordinance certifying the election results; Councilmember Angelia seconded. The mayor called the question and the motion carried 5–0.
The ordinance implements the official canvas to fill the vacancy resulting from the resignation of Councilmember John Keating. The mayor noted Anne Anderson was in the audience and said Anderson will be sworn in at the council’s regular meeting next Tuesday.
