The City Council approved Change Order 4 to the city's Automated Metering Infrastructure (AMI) implementation, a Texas Water Development Board (TWDB)-funded project. Utilities staff said the proposed change order (approximately $1.9 million) would add pavement restoration around large meter pits and convert roughly 960 one-inch composite meters to brass in response to citizen concerns about freezing.
Staff said the AMI contract is about 91% complete in installed meters and that the additional scope was identified during installation (paving around large meter pits) and from public concerns regarding composite meters' freeze resilience. The change order also includes an extension of contractor time through May to complete scope. Staff said the TWDB loan and project contingencies can cover the change order and that the amendment meets TWDB eligibility; the loan-funded work also carries applicable Davis-Bacon or TWDB requirements.
Council voted in favor of the change order by voice vote. Staff noted that if council declined the change order, the city would either add staff crews (taking longer) or find alternate funding to complete these physical restorations and meter replacements. The change order does not include meters in remote well fields outside the city; those will be addressed separately by city crews.
