Council awards construction-manager-at-risk for Lawrence Lake and Playa 7 drainage projects

The Amarillo City Council voted to award construction-manager-at-risk (CMAR) services to Western Builders of Amarillo for two major drainage projects: Playa 6 (Lawrence Lake) and Playa 7.
Staff described the projects as critical flood-mitigation work funded by prior bond proceeds and designed to increase pumping capacity and improve outfalls and bank stabilization. The Playa 6 scope includes a new enclosed pump station rated at 15,000,000 gallons per day, a new 30-inch force main (approximately 8,500 linear feet) to Bell Street, intake piping, wet well, self-cleaning screens, and supporting electrical and instrumentation. Playa 7 design work includes a new pump station and roughly 14,000 linear feet of 20-inch force main plus dredging and outfall repairs.
Staff said the existing pump station at Lawrence Lake handles roughly one-third of the flow the new station will be able to move; the larger pumps and new force main capacity are necessary to route additional stormwater to the west and avoid repeating prior flooding events. The CMAR approach is intended to allow early contractor involvement for value engineering, early-bid packages and a faster schedule; staff said design is 60%–90% complete on key elements and that the CMAR will help establish a guaranteed maximum price (GMP) for construction.
Council voted to award CMAR services and directed staff to return with the GMP and early-release packages as design and value engineering proceed. Officials said they will continue public outreach on construction impacts, and that horizontal drilling/boring will limit surface disruption along force-main routes, though some work pits and localized impacts are expected where a 30-inch bored line must be installed or where the boring machine must be moved.
