Commission approves Nelson Park paving contract; debate over favoring local bidders

The Mount Pleasant City Commission voted Feb. 23 to award the Nelson Park Mill & Overlay (Thin Overlay) project to the low bidder, TBD Construction, at $64,626.
Commissioner Sklitsky asked why a Mount Pleasant bidder, Central Asphalt, which had submitted a higher bid (about $68,000), was not selected. Staff explained local-favorability purchasing rules require a business be located inside city limits and that the price differential be within a 2% threshold; in this instance the price difference between bids was 5% and Central Asphalt is outside the city limits, so the local preference did not apply.
"To keep bids competitive, we like to go with the, you know, low bid when, when there's no reason not to," staff said. Commissioners discussed trade-offs between supporting local firms and fiscal prudence. Commissioner Perschbacher moved to accept TBD Construction's bid; the motion passed on voice vote. The transcript recorded one "nay" and a dissent by Commissioner Sklitsky.
The contract will be executed consistent with the Parks Department 2026 operating budget allocations.
