The Planning & Development Board on Sept. 10 continued its review of a design change for the parking‑structure screening at 303 South Federal Highway, asking the applicant to return with revised options.
Carmen Diaz of the planning staff summarized the request, saying the application is a design modification to a previously approved mixed‑use project in the downtown Community Redevelopment Agency district. "The applicant is proposing two options for the screening," Diaz said, adding that staff found the changes consistent with the applicable design criteria but wanted the board to choose whether to accept an alternative or ask for further improvements.
Camissa Collin of Affiliated Development, the applicant, said the revisions are driven by long‑term maintenance concerns and a desire to avoid long periods with a torn canvas. "We decided to go with this option because it mirrors the Art Deco style of the building" and uses smaller panels so a damaged piece can be replaced more quickly, Collin said.
Board members praised the project's building design but said both proposed screening options fell short of the public‑facing art that originally accompanied the approval. "The stuff that we approved originally ... we all were excited about it. The two options that you have tonight are not thrilling at all," one member said, urging the applicant to pursue a more vivid treatment similar to nearby projects.
After discussion, the board voted to continue the item to the October Planning & Development meeting with a time‑certain direction for the applicant to work with staff on stronger alternatives.
Next steps: The applicant will present revised screening options at the October meeting for further evaluation by staff and the board.
