The Port Hueneme City Council approved an MOU with the California Joint Powers Insurance Authority (CJPIA) to conduct an ADA self-evaluation and develop a prioritized ADA transition plan for city facilities, programs and public rights-of-way.
Deputy City Manager Charles Peretz told the council the CJPIA will provide a $23,000 subsidy; the city’s net cost for the project is $71,700. Staff presented a proposed funding breakdown that included $65,400 from the general fund (of which $19,000 is available in the ADA compliance account and $46,400 would come from the unassigned balance), $3,150 from the solid waste fund and $3,150 from the water fund. The scope would include inspections of buildings, parks and sidewalks as well as a review of policies and programs; the consultant would produce a detailed list of recommended improvements and a transition schedule to be integrated into future budgets.
Peretz described the product as an inspection report and an Excel-style list of recommended actions that typically yields a substantial, multi-year list of improvements for an aging city. He said the CJPIA would make qualified ADA consultants available and provide competitive pricing and a subsidy to reduce member agency costs.
A written public comment from Jasmine Tehran (Autism Society advocacy coordinator) expressed support for the action. The council voted to authorize the city manager to enter the agreement and appropriate funds as described; the motion passed by voice vote with Mayor Perez absent.
Next steps: staff will execute the MOU and work with the CJPIA-selected consultant (Disability Access Consultants) to complete the inspection and deliver the transition plan, which council will later consider for budget prioritization.
