The Port Hueneme City Council on Monday authorized the city manager to execute an agreement with Great Western Recreation to design, furnish and install playground equipment and surfacing for the Bubbling Springs Park renewal project.
Staff told the council that Great Western’s turnkey proposal totaled about $539,000 against a playground budget of approximately $550,000, producing targeted savings of just over $10,000. An alternate price for a high-canopy shade structure was about $34,000. Staff also noted a Staples Construction change-order credit of $42,000, producing a net positive credit of just over $8,000 to the project.
Tyler Carey of Great Western Recreation said the equipment is commercial-grade and built to meet ASTM and CPSC standards; the design includes ADA-compliant surfacing, adaptive swings, a four-seat seesaw, a sensory wall and outdoor musical pieces. “It is meant for outdoor commercial use,” Carey said, noting durability testing and warranty coverage that includes a lifetime structural warranty and 20 years on recycled plastic lumber.
During public comment, Anna Bolo, who monitors the park closely on behalf of local sports groups, urged the city to share renderings and construction footage with the community so youth sports groups can plan for the new fields and amenities. Council members also asked staff to post the project illustrations online so residents can see the planned design.
The council moved and seconded the staff recommendation and approved the authorization by voice vote; the motion passed unanimously with Mayor Perez absent. Staff estimated a construction timeline of roughly 20 weeks and said the playground schedule will be coordinated with the overall park renewal to allow a single synchronized opening.
Next steps: staff will finalize the agreement as to form with the city attorney and return any required contract documents for execution by the city manager.
